Uganda Minister of Ethics and Integrity, Fr. Simon Lokodo
In the context of Stephen Fry, asking Ugandan Minister of Ethics and Integrity, Fr. Simon Lokodo, in a recorded interview, why Ugandans were more concerned with what gays did in the privacy of their homes rather than with the high incidence of men raping girls, Lokodo responded:
“Ah, But it is the RIGHT kind of rape. It is men raping girls and that is natural.”
As it happens Simon Lokodo has previously declared his own celibacy. The man is suspect and I have often wondered if he himself is gay and his fervent anti-gay persecution of fellow Ugandans has always been suspicious.
Lokodo is currently being sued by LGBTI acitivsts for ordering the unlawful raids and closures on seminars and workshops which he believed were LGBTI related. There is no law in Uganda at this time making it unlawful to hold a meeting about LGBT related issues. The new Anti-Homosexuality Bill, currently before the Ugandan Parliament, seeks to outlaw the so-called ill-defined notion of the “promotion of homosexuality.”
Fry said about the show which aired 5/22- starting at 27:30 and through 34:08 :
“I actually got a Ugandan Minister to say on camera- he’s the Minister for Ethics and Integrity, it’s the only such ministry in the world. I said to him… there’s so much more to worry about in your country than the odd gay person going to bed with the other gay person. For example, you have almost an epidemic of child rape in this country, which is just frightening.”

A total of 438 girls from seven districts in eastern Uganda were defiled between January and March 2013. Ten of the victims were defiled by men living with HIV/AIDS. The Police report on the defilement covers Mbale, Kapchorwa, Bukwo, Kween, Bududa, Manafwa and Sironko districts. Dr. Barnabas Rubanza, the eastern regional Police surgeon, in an interview last week said five out of the 10 children defiled by men infected with HIV/AIDS, could not access post-exposure prophylaxis (PEP), because they lived in areas far from a medical facility.
